Recommendations of the Workshop on Digital Tools in the 2020 Round of the Population and Housing Census

Cairo, Egypt – The African Union Institute for Statistics (STATAFRIC), with funding from the World Bank, organized a three-day workshop on the digital tools used in the 2020 Round of the Population and Housing Census. The workshop took place from May 4th to 6th, 2023 in Cairo, Egypt, and was attended by representatives of African Union Member States and international organizations, including UNSD, UNECA, World Bank, Swedish Tax Agency (STA) and AUC (STATAFRIC).

 

The workshop aimed to share best practices and lessons learned in conducting digital population and housing censuses, discuss the development of a continental legal framework, and develop a south/south cooperation on the use of tablets for population and housing censuses. Participants also discussed the best practices on data dissemination and exchange on the self-financing’s institutionalization of the digital population and housing census by the national budget.

 

After the ensuing discussions, the workshop made the following recommendations for the next steps:

 

  • Request AUC to finalise the legal Framework for conducting Population and Housing Census in Africa and the legal framework for the financing the Census in Africa
  • Request AUC to develop advocacy guidelines to ensure active participation of AU Member States to the various Round of Population and Housing Census
  • Request AUC to develop a special advocacy plan for the post conflict African countries in order to ensure that those countries conduct as soon as possible their Population and Housing Census or do some population estimates
  • Request AUC in collaboration with UNECA, AfDB and RECs to establish a pool of Experts on Population and Housing Census in Africa
  • Request AUC to develop a Compendium of the best practices of using the digital Tools in the 2020 Round of the Population and Housing Census
  • Request AUC in collaboration with UNECA, AfDB and RECs to promote a genuine South-South cooperation for the Population and Housing Census in the purpose of knowledge sharing of the good practices and successful experiences between AU Member States
  • Request UNSD in collaboration with AUC, UNECA to involve AU Member States in the development of the guidelines for the 2030 Round of the Population and Housing Census;
  • Request AUC in collaboration with UNECA, AfDB and RECs to organise Regional Workshops on thematic issues for the Digital Population and Housing Census
  • Request AUC in collaboration with Swedish Tax Agency (STA) to organise Training Workshop on Populations Registers
  • Request AUC to make an advocacy for the development of populations registers within the AU Member States;
