The journey toward an integrated and prosperous Africa relies on one critical foundation: reliable data. As we approach the final years of the Strategy for the Harmonization of Statistics in Africa 2017-2026 (SHaSA 2), we are pleased to share the findings of its Mid-Term Evaluation.
Progress So Far, the evaluation reveals an overall implementation rate of 62.41%. Significant strides have been made in the Coordination of SHaSA 2 (75.55%) and the Production of Quality Statistics (66.06%), signaling a strong commitment across the continent to harmonize how we measure our growth.
Key Challenges to Address While progress is steady, the African Statistical System (AfSS) continues to navigate several hurdles:
- Political Will: There is a critical need to translate continental decisions into national and regional actions.
- Funding: Dependence on external funding remains high, making the establishment of national funds for statistics a priority for sustainability.
- Capacity & Coordination: Strengthening the operationalization of bodies like STATAFRIC and PANSTAT is essential for long-term success.
The Road to SHaSA 3 This evaluation is not just a look back—it is a roadmap for the future. The recommendations include:
- Accelerating the recruitment of permanent staff for STATAFRIC and PANSTAT.
- Increasing domestic financing for statistical activities to reach the 0.15% national budget allocation target.
- Developing a "SHaSA 3" strategy (starting in 2026) to ensure the continuity of Africa’s data evolution.
